From Imperia: consecration of virgins...

A rare, inside sight. For Solemn High Mass prelates sometimes vest at the altar or in the sacristy. Here the bishop can be seen vesting in the sacristy while praying the vesting prayers from the Roman Pontifical.

Seem analogous to the Eastern Rite (or Orthodox) bishop being vested in the midst of the temple. I wonder if the prayers are read aloud by anyone, as they are among us (by the deacon). With us Orthodox the subdeacons vest the bishop while the choir sings certain prescribed hymns.
