A fine public library in Rome...

Just off Piazza Venezia (and across the street from the home of Berlusconi) is a fine Rome public library (one of the many Biblioteche di Roma). It's a nice place to study and they give a library card to anyone and everyone. They also have Internet at some hours and one can rent some films for free.

Yes, just bring your passport and have a Rome street address.
