This is the papal "mantum" (giant cope) of Pius XII. It was only used a few times a year, but we've all seen the glorious old black and white photos of it from back in the day. Now it's kept in the closed treasury of the Vatican Basilica, but they took it out for the new Pius XII exhibition and everybody stands in front of it and wonders why these things are not used anymore.

I saw that mantum when it was part of an exhibit touring the US a couple of years ago, and I definitely wondered the same thing.
My My. These vestments certainly give great glory to locked up in closets and stuck behind glass in a museum!
