Does every Canon of the ICRSS have such a splendid fascia? And where do they buy them?

I must admit that that is indeed a splendid looking fascia with fiocchi to boot! But I did not know that having a Heraldic Arms (whether personal or congregational)on the fascia of lower clergy was allowed. I thought it was only reserved for the Holy Father?
