CIEL Liturgy Conference in Rome...

The celebrant was Monsignor Camille Perl from the Vatican. He has worked for nineteen years at the Pontifical Commission Ecclesia Dei (since it was founded by Pope John Paul II in 1988).
I guess he forgot his monsignorial biretta...and his choir cassock...

Beware of Perle. He is a snake. He only learned the Trad Mass recently. He put more time the last 18 years into undermining serious Traditional Priestly Societies than learning the Mass well. Now with the new pontificate, he is going along. He could have done this years ago, but made Ecclesia Dei Commission ineffective, pandering to bi-ritualists like Father Wach.
CIEL Conference is a good thing, but I wonder where it is all going with these two characters there.

Not quite true. Monsignor Perl celebrated the traditional mass in the general house of the SSPX back in 1987. His server was... young Father Bernard Fellay!

He is in poor health, too. This is why he has not been nominated a bishop as of yet.

It is true that Mgr. Pearl has not been the most sympathetic to traditional causes. He was inconsiderate to the plight of the FSSP over the whole protocol 1411 debacle. And he was more or less forced to admit that one can attend the SSPX for mass, without the penalty of excommunication.

But he may well have seen the wind is blowing in a different direction and now softened his heart.

It's true that the choir cassock is missing, but that's the biretta of the priests of the Institute of Christ the King.

depending on his level as a Monsignor, he may be in the correct choir dress. Only the highest of the 3 grades gets to use the prelatial choir dress and biretta. The middle grade is black cassock with purple trim and a black biretta with purple pom and purple fascia. The lowest grade is black cassock with purple trim, black biretta and pom and purple fascia.
