Joseph Cardinal Ratzinger of the See of Velletri-Segni...

Velletri-Segni is one of the six Suburbicarie Churches (Sede Suburbicaria dioceses) surrounding Rome. The six cardinal bishops (Vescovi suburbicari), today from the Roman Curia, each have one of these six as a titular cardinal bishop. As Cardinal Ratzinger had this See, they have these nice tributes to him. It goes without saying, though, that the targa plaques are supposed to be in Latin (this is our custom!).

And apparently, according to the inscription on the floor, the Holy Father paid for the new marble floor as a gift to his titular see on the golden jubilee of his priesthood. What a very nice example of old-school ecclesiastical patronage - much to be recommended to other successors of the Apostles to imitate.
