In the north of Italy one sometimes sees this "fixed" (permanent) middle altar card framed into the tabernacle. I guess the tabernacle veil would have gone around it.
Very nice. As for the conopaeum, while it was prescribed in theory, these ornate baroque tabernacles were never meant to be veiled, just like the ornate baroque altar stipites were never meant to be covered by an antependium.
