Do you happen to know anything about the mozzettas some of these priests are wearing? Are they a local custom from somewhere - because it's something I've never seen before.
Pius, the shoulder cape is not really a mozzetta. They were widely worn by French clergy before the council, and even spread to the US in some places. It has no hood like a proper mozzetta should have, and it is made of the same cloth as the cassock, while a mozzetta should be made of silk or wool.
