The blue-clad priests are (obviously) from the Institute (ICRSP), and their dress for the moment (with that ribbon and all) must have some connection to the dress of the sisters. The blue thing is mainly worn by the sisters for solemnities and (possibly) in the liturgy.
I don't know why the clergy there of the ICK wear blue. this is something which they only just started earlier this year. they now reseble canons, if even from before the revolution in france...
